Throughout the game's story, there are multiple characters who have pelo Persona power of their own but appear in the Metaverse in their Phantom Thief forms and join the battles. These characters are cognitive manifestations created by Merope in accordance with the following conditions:
During class, the protagonist struggles to stay awake and drifts off. Once he awakens, he finds himself within the Velvet Room, and is welcomed in by Igor and Merope.
Within the Metaverse, Mementos has been entirely overhauled, pelo longer being procedurally generated and has set regions. Aside from that, most of the Metaverse in general has seen little changes. Thieves Tool crafting is still present and the Palaces function identically to their Persona 5 Royal iterations. There is a mysterious park within the Metaverse that functions somewhat like the Thieves Den, having the ability to be customized.
The battle gameplay remains faithful to the Persona series, using the turn-based system with the "1 more" mechanic when striking enemies' weaknesses. However, unlike the main series, activating "1 more" is always followed by specific skills instead of giving the player complete control over their additional action, and not all enemies can be "downed" in one turn, as some were given a meter that dictates the necessary number of attacks. When all enemies are down, the player can perform a powerful "All-Out Attack".[3][4]
The characters from Persona 3 Reload are a special case. They are actual Persona users but have an unknown connection to the protagonist's cognition and appear as cognitions.

There are two different stories happening around the same time, the main story and CrossFates. The main story entails the protagonist, Lufel and their team of Phantom Thieves exploring the Metaverse for a singular goal, figuring out what is causing everyone to lose their desires.
P5X altered the design of some Personas from the base Persona 5 to be less sexual due to censorship regulations in China (however, other versions of the game feature the uncensored designs, with some exceptions such as the Riders having metallic arms):
Their Phantom Thief forms reflect the cognition of their desires that have reached their strongest level, which are regarded as a positive sign in the current world where desire is being taken away.
